Minutes of the Certification Criteria Committee - 20 March 2008

Present on the conference call were:, Mark Binder, Nuana Da Silva, Tom Gloria,, Gary Jakubcin Barbara Hanley Richard Heinisch, Sebastien Humbert, Rita Schenck, Inez Sousa and Liila Woods.

The purpose of the meeting was to review the comments on the criteria for certification. A set of diverse comments were received, and the prerequisites received more comments than any other.

The committee was divided on the approach we should take. The language of the prerequisites was unclear, and many commenters assumed that experience could not satisfy the prerequisites, which was not the intent of the committee. We had an extensive conversation about testing for knowledge of the content of the prerequisites, use of submitted or cited LCAs as proof of knowledge, and PE-Americas suggestion that a one-week course followed by apprenticeship could satisfy the requirement.

The committee reaffirmed the prerequisite of some experience in the field, either as an internship or through at least one LCA performed as part of a course. Work experience could satisfy this need as well.

It was decided that the core of the problem was that many people are working in the field but could not prove coursework, even though they had gained knowledge of the content of such courses.

We formed a sub-committee for a mechanism for grandfathering of working professionals. Tom will lead the effort with help from Liila, Barbara and Rita. We will revisit prerequisite courses when that work is complete.

We started reviewing the comments on the other criteria, with the following acceptances, changes or clarifications to be made to the criteria.

1…Include the concept of reference flow in the criteria
6…We agree with the commenter. In general the knowledge level we are expecting is quite high level, here and elsewhere
7…Change the word decision-making to decision-supporting
21…We thank the commenter for ideas for testing
26…Delete. This item is redundant.
27…We thank the commenter for ideas for testing
29…same as 6, above

Our next meeting will be at 8 am Pacific, 11 am Eastern, April 3rd. We will continue our comment review, and will hear what progress the sub-committee has made. We also need to fix on a name for the certification.
